324	Józef SZYMCZYK	Poglądy na temat "efektu cieplarnianego" po Szczycie Ziemi w Johannesburgu Na III Szczycie Ziemi, który odbył się w 2002 w Johannesburgu uznano, że głównym efektem 15-to letniego działania Międzynarodowej Komisji do Spraw Zmian Klimatu (Intergovermental Panel on Climate Change - IPCC) jest skłócenie społeczności międzynarodowej i wytworzenie nowej, fałszywej wiary. Zwolenników tezy o globalnym ociepleniu Ziemi w wyniku gospodarczej działalności człowieka, na tym Szczycie odesłano do spotkań kuluarowych. Autor poddaje w wątpliwość przesłanie Karty z Kioto, w tym poglądu części środowisk naukowych prezentujących katastroficzną wizję przyszłości naszej planety, jako skutku działalności człowieka.

329	Jarosław KARWACKI	Zagadnienia zastosowania pośredniej metody pomiaru współczynnika wnikania ciepła W artykule omówiono pośrednią metodę pomiaru współczynnika wnikania ciepła, tzw. metodę Wilsona. Metoda ta jest szczególnie przydatna dla wymienników przeponowych. W materiale przeanalizowano zasadnicze aspekty praktyczne związane z aplikacją takiej metody do pomiaru współczynnika wnikania ciepła przy skraplaniu pary, a w tym ograniczenia pomiarowe nakładane przez omawianą metodę na dokładność pomiaru temperatur, zapewnienie właściwego zakresu zmian parametrów czynników wymieniających ciepło, a także uwzględnienie dodatkowych efektów związanych z danym rozwiązaniem konstrukcyjnym wymiennika. Szczegółowe wnioski wypływające z przedstawionej analizy można również wykorzystać w innych przypadkach wymienników ciepła.

318	Piotr KUBSKI	Legal conditions of renewable power engineering The classification of the energy resources on conventional and non-conventional and the classification of non-conventional energy resources on renewable and non-renewable ones have been presented in the paper. The differences between energy sources and energy resources have been discussed. The regulations of renewable energy have been discussed. A close attention has been paid to a lack of the conception of the source of non-conventional energy in Polish law regulations. The review of the Polish law regulations of renewable power engineering have been briefly presented in the paper.
324	Józef SZYMCZYK	Outlook on "greenhouse effect" after The World Summit In the 3rd World Summit which was held in Johannesburg, 2002, there was assented that the main effect of 15 years of activity of Intergovernmental Panel on Climate Change (IPCC) is setting the international community at variance as well as arising a false faith. Advocates of the thesis that the global warming is thought as an effect of the economic activity of mankind were removed to lobby meetings. The author has been raised questions about the idea of the Kyoto Protocol, especially opinion of part of the scientific community presenting the catastrophic vision of the future of our planet as an effect of the activity of the mankind.

329	Jarosław KARWACKI	Problems of application of indirect method of measurement of heat transfer coefficient The indirect method of the measurement of heat transfer coefficient, the so-called Wilson plot technique, has been presented in the paper. This method is suitable especially for the recuperative heat exchangers. The most important practical aspects of the application of this method for the case of the shell-and-tube condensers have been discussed, i.e. the accuracy of the temperature measurements, the range of the thermal parameters of the heat exchanger during the measurements as well as the specific effects due to the design of the investigated heat exchanger. The conclusions of the analysis are thought to be valid also for the other types of the heat exchangers.
